When the first COVID-19 cases appeared in Uruguay, fear and uncertainty triggered a cascade of change across every sphere of life. The public, organisations and government all had to act fast in an emergency. Healthcare was among the areas hit hardest, which led to the creation of the National Coronavirus Plan, driven by the Ministry of Public Health.

The solution

Early in the pandemic, and as part of its digital strategy against COVID-19, the Uruguayan government made the CoronavirusUy application available to the public — a platform of interest both to citizens and to healthcare providers, centralising all official information about COVID-19 as well as everything relating to confirmed cases.

CoronavirusUy brought together public and private providers and the Ministry of Public Health as the official body, enabling information exchange with each provider’s own systems. It connected citizens with possible symptoms to their healthcare provider, cutting waiting times for consultation and care during the health emergency, and supporting the monitoring and follow-up of suspected and confirmed cases.

Scope

To make that exchange possible, we built information inboxes for each institution — whether or not they were already digitised — so that clinical teams could reach the information and follow patients properly.

CoronavirusUy came together very quickly, driven by the need for specific, relevant information. As the pandemic advanced, the app evolved and absorbed new functions as the situation demanded.

Today it offers:

  • Exposure alerts via Bluetooth, so each user can be notified of close contact with someone who has tested positive.
  • General information, updated daily: new cases, recoveries, deaths, intensive care occupancy and tests performed, along with indicators on how the pandemic is behaving in every region of the country.
  • Vaccination status, updated daily, with doses administered, progress by region, dose type and age group.
  • Vaccination booking, allowing people to register for their COVID vaccine.
  • Entry declaration, letting travellers complete the sworn statement required to enter the country from within the app.
  • Important notifications: exposure alerts, test results, data validation and access to vaccination certificates.
  • My status, linking a person to the app so they can see their own information and history related to the illness — antigen and PCR tests and results, vaccination dates, upcoming doses and certificates. Adverse effects can also be reported here.
  • COVID passport, containing everything related to the illness that was required in order to travel.

Results

  • More than 1.5 million cases processed through the CoronavirusUy clinical inbox.
  • More than 2 million interactions with the National Coronavirus Plan database.
  • More than 600,000 people downloaded the application.
